Fence installation in Willow Spring, NC

Willow Spring is about seven miles east of Fuquay-Varina, zip code 27592. It's worth getting the name right, because locals notice: the community is Willow Spring, singular, even though the high school out here is Willow Springs High School.

Unincorporated — which changes the rules

Willow Spring has no town government. It's an unincorporated community, which means there is no municipal fence ordinance to comply with. Instead, county rules apply — and Willow Spring straddles a county line of its own, with the western side in Wake County and the eastern edge in Johnston County.

In practice this often means fewer restrictions than in-town Fuquay-Varina, where side and rear fences cap at six feet. But "fewer municipal rules" is not "no rules" — easements, setbacks, property lines and any HOA covenants still govern. We'll sort out which apply to your specific lot.

Which county office handles my Willow Spring address?

Willow Spring has no town government, so the answer is county planning. Wake County Planning and Development Services only has jurisdiction over unincorporated land in Wake County. To see who covers your lot, enter your address or parcel number in Wake County iMAPS and read the "Jurisdiction" line. Whichever agency it lists is the one to work with.

An unincorporated mailing address can still sit in a town's ETJ. In the ETJ, a town's development rules apply for most building-related matters. So the iMAPS check is worth a minute, especially if your street is close to Fuquay-Varina or Garner.

Do I need a permit for a fence on the Wake County side?

Usually not for a standard yard fence. Wake County's Unified Development Ordinance exempts "fences designed primarily to enclose the perimeter, wholly or partially, of a lot" from its land use permit requirement. The exemption does not apply if the property is in an area of special flood hazard.

If your lot is near a creek or low area, ask Wake County Planning before you order materials. Their number is (919) 856-6335.

What about the Johnston County side?

The eastern edge of Willow Spring is in Johnston County. Johnston County's Inspections page lists fences among the projects that do not require a building permit. Johnston County's planning FAQ says the county has no setback requirement for fences, but suggests keeping one completely on your side of the line. It recommends 1 to 2 feet off the property line, though the county says it cannot enforce that.

Johnston County also asks owners to point out a property on its flood plain map in person, or to check the NC Flood Risk Information System. Planning's number is (919) 989-5150. If you're unsure whether your project needs a land use permit, call before you start.

Willow Spring rules FAQ

How do I tell whether my Willow Spring address is in Wake or Johnston County?

Use Wake County's iMAPS "Jurisdiction" lookup, or Johnston County's online GIS map.

Does a Willow Spring fence need a Wake County permit?

Wake County exempts fences that mainly enclose the perimeter of a lot, unless the property is in a special flood hazard area.

How close to the property line can I build in Johnston County?

The county has no fence setback rule, but recommends staying 1 to 2 feet inside the line.

Bigger lots, different projects

Yards out here tend to run larger than in-town lots, which changes what makes sense. Fencing an acre is a different conversation from fencing a quarter-acre backyard. On a long line, chain link can still make sense in southern Wake when cost per foot matters more than a solid wall, and a partial enclosure around the area you use is often smarter than ringing the whole property.

Fence types for Willow Spring homes

Vinyl, wood privacy, aluminum and pool-code fencing, and chain link. The same Piedmont red clay applies out here, so the same care with post drainage does too.
